for the
Conference on “Child Poverty and Social Protection”
Supported by the National Development Planning Board (BAPPENAS),
UNICEF Indonesia, and the SMERU Research Institute
Jakarta, 10–11 September 2013
Background
Poverty affects people of all ages, but children are the single most
affected group. Children living in poverty experience deprivation,
exclusion, and vulnerability. They face multidimensional circumstance
that creates various life-long difficulties. Poverty also denies
children their rights and weakens their physical, psychological, and
intellectual development.
Social protection is one way to reduce poverty and protect the people,
including children, from falling into worse deprivation. It has gained
substantial attention during the last decade as part of actions to
reduce poverty and the vulnerability of the poorest and most
marginalized people in the world. Social protection is defined as a
set of public and private policies and programs aimed at preventing,
reducing, and eliminating economic and social vulnerabilities to
poverty and deprivation (UNICEF, 2012).
While many social protection schemes have been believed to directly or
indirectly benefit children, knowledge of how children’s issues in the
policy design, implementation, and impact is worth further
exploration. Many questions remain in efforts to strengthen and expand
integrated social protection system that appropriately supporting to
the fulfilment of child’s rights and responding to the multiple and
compounding vulnerabilities faced by children and their families.
This conference, jointly organized by Bappenas, UNICEF Indonesia, and
The SMERU Research Institute, is a venue to discuss and exchange
experiences of social protection program implementation and researches
among policymakers, researchers, and other agencies (international
organizations and NGOs) in regard to improving policies and their
delivery. Through presentations and publication of selected policy
papers and posters, the conference will produce numerous policy
recommendations to be used in support of evidence-based policy.

Conference Objectives
The objectives of the conference on “Child Poverty and Social
Protection” are:
To bring together researchers, practitioners, and policymakers to
discuss problems, disseminate learning, and share international
lessons-learned, existing policy research, and studies on various
social protection schemes which, in particular, impact children;
To provide evidence-based recommendations and policy advocacy for
relevant government ministries/agencies, Bappenas, and development
partners on child-sensitive social protection programs and provide
input for program improvement and new initiatives
To publish the conference results for relevant stakeholders and the
general public as part of information dissemination and advocacy
towards social protection and child poverty;
To strengthen and expand the Jaringan Peduli Anak Indonesia (Research
and Evaluation Network on Child Issues in Indonesia), which consists
of Indonesian researchers, government officials and policymakers, NGOs/
CSOs, as well as practitioners.
Themes
The papers will be presented in parallel sessions based on the themes
below, all taking into account children at the center of discussion:
a. Dimensions of poverty
b. Child-sensitive social protection and poverty reduction
c. Inclusive social protection
d. Integrated social protection system
e. Enabling environment for social protection
Topics of policy papers
The papers will be selected from, but not limited to, the following
issues:
· Dimension of poverty faced by children (individual or household
dimension of poverty, deprivation and disparity, and general well-
being of children) and ways to protect them.
· How to incorporate children’s needs in social protection scheme
(health, nutrition, education, quality of care, child protection).
· Towards inclusive social protection (what the most appropriate and
effective social protection scheme or program to address specific
groups of children under specific circumstances, e.g., gender,
children, disability and ethnicity, universal vs targeted social
protection scheme.
· Social protection for children vs poverty reduction strategy (what
works best for children, who does what: national/local government,
family/community based program, etc).
· Strengthening and expanding integrated social protection system: how
to ensure age-specific vulnerabilities over the life cycle are
addressed, particularly the various stages from birth up to
adolescence?
· Strengthening and expanding integrated social protection system:
what complementary measures/policies need to be in place to achieve
social protection for children?
· Who are (still) left behind from social protection (looking at
migrants and refugees, children out of school)?
· Enabling environment for social protection for children (supply-side
complementary measures, role of family, schools, posyandu/health
centers, government, social workers, community).
· Social protection, poverty reduction, and demographic bonus .
· Social protection impacts (for children in particular) and
governance (financial-fiscal implications, delivery mechanisms,
grievance and redress, etc.).
Conference Structure
In addition to the keynote speeches and other plenary sessions, the
two-day conference will accommodate one parallel session on the first
day and two others on the second day. In each parallel session there
will be five separate group discussions, each of which presenting 3–4
policy papers. Totally there will be 40 papers discussed during the
conference.
There will also be a display of 10–15 posters derived from selected
submissions.
Submission Procedures
This conference uses an online submission system (see the diagram
below). Registration and online submission can be done at
http://www.smeru.or.id/cpsp/ registration.php. Applicants will need to

contact number(s))
· Fill out research title.
· Select the theme of conference.
· Upload abstract and brief biography (see Requirements).
· Specify if policy paper has been/has not been submitted for
publication.
An applicant may submit a maximum of 2 (two) submissions. If the
abstract submission is successful, applicants will get an email
containing confirmation and abstract ID from the conference
committee.
Announcement of abstracts selected for presentation and poster display
can be viewed at http://www.smeru.or.id/cpsp/ announcement.php (see
Important Deadlines). Authors whose abstract are eligible for
presentation/poster display will have to upload full papers/text
suitable for poster format via the same portal. See Requirements.

submissions must be sent by the corresponding author(s).
Requirements
· The submitted abstract should consist of maximum 500 words,
including key words. The abstract must contain, at least: (i) research
objective(s), (ii) literature review, (iii) methodology, and (iv)
findings and analysis.
· Author’s brief biography should be no longer than one A4 page.
· The submitted policy paper is written following the academic writing
system and reference. Tables, graphics or pictures are to be included
in the body of the document.
· The policy papers should be of 20–25 pages in A4 paper, single
spaced, Times New Roman, 12pt font in Bahasa Indonesia or English.
· Where employer or government authorization is needed, the author
should send such authorization along with the paper.
· Poster text should be of maximum 350 words, containing the research
background, methodology, and main findings. The authors must also
submit 5 (five) photos—including captions—illustrating the content of
the poster.
Selected Policy Papers for Conference Presentation
- Completeness of the abstract, suitability of content with the topic
of policy paper, understanding of the issues, accuracy of theory of
the study, completeness, sharpness of analysis, policy recommendations
and references;
- Appropriateness of research methodology, use of reliable
quantitative and/or qualitative data, analytical strength/depth;
- Contribution to the policymaking process (recommendation for
executive and legislative branches, possibility of having policy
impact, workability of policy recommendations, applicability for
evidence-based advocacy, and contribution to more evidence-based
policy);
- Writing system (comprehensiveness and completeness of reference).
-The Selection Committee consists of experts from Bappenas, UNICEF,
SMERU, and relevant academics. The decision made by the Selection
Committee is indisputable.
· Each policy paper must be based on sound analysis of empirical
evidence/research findings, and include policy recommendations.
· Selection Criteria:
- Completeness of the abstract, suitability of content with the topic
of policy paper, understanding of the issues, accuracy of theory of
the study, completeness, sharpness of analysis, policy recommendations
and references;
-Appropriateness of research methodology, use of reliable quantitative
and/or qualitative data, analytical strength/depth
- Contribution to the policymaking process (recommendation for
executive and legislative branches, possibility of having policy
impact, workability of policy recommendations, applicability for
evidence-based advocacy, and contribution to more evidence-based
policy);
- Writing system (comprehensiveness and completeness of reference).
